Go to the cherry blossom festival in the spring, but be sure to get there early! It's a mob scene after noon.

No toys or bikes, obviously. Sakura festival is a good chance to see crowds and casual cosplay. But if you want to enjoy the bloom and flowers you'd better go on other days.
